TRAFFIC STOP/PURSUIT/ARREST: Blake Ln. /Kingsbridge Dr. 2/2/16, 10:42 a.m. An officer initiated a traffic stop and as he approached the car, he detected a strong odor of suspected marijuana. The officer asked the driver to turn off the car’s engine, which he did. Moments later however, the driver restarted the car and drove away. The officer gave chase but terminated the pursuit at the Fairfax City line; less than a half a mile away. A lookout was broadcast and the police helicopter responded. A short time later, Fairfax City Police responded to a crash involving the same vehicle, with the driver fleeing the scene on foot. A citizen who observed the crash and the fleeing driver, directed officers to the suspect’s location. Fairfax City officers located and arrested him moments later. Steven Lee Ratsabout, 21, of Fairfax, was charged by the Fairfax County officer, with defective equipment, felony speed to elude, possession of marijuana with intent to distribute within 1,000 feet of an elementary school, felony possession with intent to distribute, and reckless driving.
