Update: Driver Charged in Fatal Pedestrian Crash in Burke
West Springfield Police District – Detectives from our Crash Reconstruction Unit have charged the driver of the 2013 Kia Forte from the April 20 fatal pedestrian crash. Detectives determined Llyod Ingram, 58, of Burke, was crossing Guinea Road from north to south at Olley Lane. Ingram was inside the crosswalk and had the right of way. The driver, Rachel Isner, 40, of Fairfax, was traveling east on Guinea Road and struck Ingram in the roadway. Detectives determined Isner was not traveling at excessive speed. She was charged with careless driving and infliction of injury on vulnerable road user. She was issued a summons and released on recognizance.
Victim advocates from our Major Crimes Bureau’s Victim Services Division have been assigned to this case to ensure the victim’s family is receiving appropriate resources and assistance.

Fatal Pedestrian Crash in Burke
West Springfield Police District – Detectives from our Crash Reconstruction Unit continue to investigate a fatal crash that occurred around 6:30 p.m. last night on Guinea Road at Olley Lane in Burke. Preliminarily, detectives determined Llyod Ingram, 58, of Burke, was crossing Guinea Road from north to south at Olley Lane inside the crosswalk. The driver of a 2013 Kia Forte was traveling east on Guinea Road and struck Ingram in the roadway. Ingram was taken to a hospital where he succumbed to his injuries. The driver of the Kia remained at the scene. Preliminarily, alcohol does not appear to be factor in the crash. The investigation remains active, and details of the investigation will be presented to the Office of the Commonwealth’s Attorney for review.
