Officer-Involved Shooting in Seven Corners

Mason Police District – On August 2, Detectives from our Organized Crime and Intelligence Bureau were investigating the illegal distribution of narcotics. During the investigation Jeffrey Payne, 41, of Falls Church arrived at the Seven Corners Shopping Center, to facilitate the sale of a predetermined quantity of narcotics. Payne arrived at the location driving an Acura MDX accompanied by another man in the front passenger seat.

Detectives with our Street Crimes Unit developed probable cause to conduct a traffic stop on the Acura. Payne refused to stop and drove erratically to evade officers. Detectives successfully conducted a Precision Immobilization Technique (PIT), which effectively immobilized the vehicle. Officers gave Payne and the passenger, Maurice Minor, 29, of Alexandria numerous verbal commands to show their hands. Payne disregarded these repeated commands and made a sudden downward movement behind the wheel of the Acura. Sergeant Joshua Moser discharged a single shot from his firearm, striking Payne in the upper body. Payne was taken to a nearby hospital, and his injuries were later determined not to be life threatening. Sergeant Moser is an eleven-year veteran of the Fairfax County Police Department, assigned to the Street Crimes Unit. Payne and Minor were both charged with possession with intent to distribute a schedule I/II drug. Detectives executed a search warrant on the vehicle. No firearms were recovered.

Mason Police District –Two men have been charged after an officer-involved shooting that occurred last night at approximately 10:45 p.m. in the 6100 block of Arlington Boulevard in Seven Corners. Detectives from our Organized Crime and Intelligence Bureau were investigating the illegal distribution of narcotics. During the investigation Jeffrey Payne, 41, of Falls Church arrived at the Seven Corners Shopping Center, to facilitate the sale of a predetermined quantity of narcotics. Payne arrived at the location driving an Acura MDX accompanied by another man in the front passenger seat.

Payne disregarded these repeated commands and made furtive movements behind the wheel of the Acura. One officer discharged their firearm striking Payne in the upper body. Officers immediately rendered first aid until fire and rescue personnel arrived.

Payne was taken to a nearby hospital, and his injuries were later determined not to be life threatening. He was release from the hospital and transported to the Adult Detention Center. Payne was charged with possession with intent to distribute a schedule I/II drug. No mugshot is available at this time. Minor was charged with possession with intent to distribute a schedule I/II drug. No officers were injured as a result of this incident, and no one else was harmed.

The officer involved in the shooting has been identified as an 11-year veteran assigned to the Street Crimes Unit. Per department policy, the officers have been placed on restricted duty pending the outcome of an administrative investigation by our Internal Affairs Bureau. An independent review will also be conducted by the Police Auditor. The name of the officers will be released within 10 days, unless there is a credible threat to the safety of those involved or if additional time is required to thoroughly complete the risk assessment process. 

A criminal investigation into the use of force is being conducted by our Major Crimes Bureau.
