Update: Maryland Man Charged in Springfield “Street Takeover” Incident

Fairfax County, VA – Detectives from our Criminal Investigation Division have located and charged a Maryland man for his role in last month’s “street takeover” event in Springfield.

On April 19, Baltimore County Police Department, in coordination with FCPD, arrested Brandon Extecoc Santos, 20, of Parkville, Maryland for his actions in the “street takeover” that occurred Easter morning, March 31.

Santos was charged with Abduction, Assault on a Law Enforcement Officer, Wearing a Mask in Public and Obstruction of Justice. He is currently being held in Baltimore County, Maryland pending extradition back to Fairfax County.

Detectives from our Criminal Investigation Division and Special Investigation Division are actively investigating the assault on our officer as well as the reckless driving. Fairfax County, VA – Detectives from our Criminal Investigation Division and Special Investigations Division continue to identify and arrest the suspects from Sunday morning’s “street takeover” in Springfield. Click here to watch Chief Davis’ press conference about these arrests.

Around 3 a.m. on Sunday, an officer saw several vehicles pull into a commercial parking lot in the 6600 block of Electronic Drive in Springfield. The officer found a large group of individuals driving recklessly and in circles. A large group of individuals surrounded the officer’s cruiser. At least one attempted to remove the license plate from the vehicle as the others acted disorderly. The group prevented the officer from moving in any direction. They jumped on her cruiser and continuously banged on the windows. It appears at least one man was hanging outside of a vehicle brandishing a rifle. Dozens of officers responded from across the county to assist, and the mob of “street takeover” participants began to disperse.

One driver struck an officer then drove from the area at a high rate of speed. The officer sustained minor injuries. Another officer found the vehicle and a pursuit was initiated, but ultimately terminated. Through detectives’ investigation, they identified Ronal Urrea-Hernandez, 18 of Catonsville, Maryland. Detectives obtained warrants for Felony Hit and Run, Speed to Elude, and No Operators License. These warrants have not been served.

Carlos A Martinez Jr., 18, from Woodbridge was charged with reckless driving after a crash involving a cruiser. The following day he was issued a summons for reckless driving; no mugshot is available.

Detectives have already obtained additional warrants for Dylan Heckard, 20, from Mechanicsburg, Pennsylvania and facilitating service of those warrants. He is wanted for Abduction, Assault on a Law Enforcement Officer, Obstruction of Justice, and Wearing a Mask in Public.

Detectives have also identified a 17-year-old Arlington man who will be charged with Disorderly Conduct and Abduction for jumping on the police cruiser and preventing her from leaving.
