Second Update: Arrests Made in Robbery/Officer-Involved Shooting/Carjacking
As this extensive investigation continues, two men have been arrested in connection with the armed robbery of Dubai Jewelers at 7041 Brookfield Plaza on Saturday, May 21. With tremendous assistance from the Federal Bureau of Investigation’s Violent Crimes Task Force, the Prince George’s County, Maryland Police Department and the Charles County, Maryland Sheriff’s Office, 24-year-old, William Timothy Franklin, of Waldorf, Maryland was arrested at his home on Monday, May 23 around 9 p.m. At about the same time, agents from U.S. Customs and Border Patrol along with officers and the Port Authority Police of New York & New Jersey, arrested 26-year-old, Jasminder Sethi, also of Waldorf, at an airport in Newark, New Jersey. Felony warrants have been obtained charging Franklin with Robbery and Use of a Firearm in the Commission of a Felony. A felony warrant has been obtained charging Sethi with Robbery. Both arrestees are awaiting extradition back to Fairfax County.

The injured citizen’s condition has now changed to non-life-threatening. The officer involved in the shooting is a 7-year veteran assigned to the patrol bureau. Major Crimes Division detectives are continuing their investigation and are asking for the public’s assistance in seeking any information in regards to this case. The suspect was described as black, 20-30 years old, wearing all brown clothing, but it is believed he may have changed clothes. Please call 9-1-1 if you believe you have come across the suspect.

Armed Robbery/Officer-Involved Shooting/Carjacking
Officers responded to the report of an unknown situation at 7041 Brookfield Plaza at approximately 12:22 p.m. on Saturday, May 21. Once on scene, officers quickly determined that there was an armed robbery in progress. As the suspect exited the Dubai Jewelry store an officer challenged the suspect and the suspect fired a handgun at the officer. From behind cover, the officer returned fire as the suspect fled on foot. A motorist, passing by in the background was struck by a bullet that appears to have been fired by the suspect. That victim was transported to a local hospital with life-threatening injuries. It is unknown if the suspect was injured. The suspect was described as black, 20-30 years old, wearing all brown clothing, but it is believed he may have changed clothes.
The suspect entered a vehicle and fled and then crashed at Spring Village Drive and Hampton Creek way.
The suspect then carjacked a vehicle and fled again, this time, crashing in the 7600 block of Hooes road where he bailed out of the vehicle and fled on foot. No motorists were injured during the carjacking.
Patrol officers, K-9, helicopter and Troopers from the Virginia State Police, are searching the area.
Detectives from the Major Crimes Division and from the Crime Scene Section are on the scene.
The Department of Public Safety Communications (DPSC) alerted the community to a dangerous subject in the area and included the suspect’s description.
No officers were injured by gunfire.
Chief Edwin C. Roessler, Chief of the Fairfax County Police Department, briefed the media from the scene of the initial robbery.
